In Iran, a new jurisprudence has been encouraged since long time ago to grow not on the basis of an independent judgment ijtihad which is right, indeed it is a duty as well, to deal with a certain case, circumstances and by-products of the development within its successive phases, but on the basis of a new birth dissociated from its profundity and lineage.
In order to enhance doubts, fears or the unoriginal tendency of whose hearts and minds may weakly respond to the values and principles of our being one nation, or might misinterpret or not see the real motives of this or that foreigner who wants to exploits us. :: 020422.

Iran's conduct is unprecedented.
Iran had been victorious twice throughout its history, despite its military defeat: once, when the Arab Moslem armies killed the leaders of war, arrogance and aversion in the first battle of Qadissiya, Nehawand and other battles, such as Hormuzan, Rustum and finally the King of the infidels Kisra Yazdejird.

Iran, up to now, has retained thousands of Iraqi POWs, and has even refused to register some of them at the Red Cross.
Iranian peoples had not then waged a war for a long time and had faced all sorts of humiliation, coercion and hunger under that regime.
Iranian peoples would have remained captives of deception for a long time after they would have wasted their energy, suffered subsequently bitter disappointment and immersed in the crimes of aggression and destruction.
Iraq, for instance, released all Iranian prisoners of war (POWs) a short time after ceasefire, except one POW who was later set free just as we stated in our speech on the same occasion last year.
It does not live on land without a sky nor does it manipulate weakness by clutching verbally to heavenly morals, which have no faith or solid ground.
It is a triumph over those who have endeavoured to make Iran's history dissociated from the sources of perpetuity of the Islamic history and have dismissed the elements and virtues of love to be replaced by hatred which has been wedged by their own manner and thus distanced them from the stream of the principles of great Islam to continue uncleansed by the water of its upright principles.
It is a victory even for those who are still in need of someone to lift for them the veil and burden of illusion, darkness and aversion with these conceptions in Iran.
It is not yet known whether it was carried out by a foreign enemy or from inside.

Sometimes, they had given a narrow sense to "those charged with authority among you" so as to confine it to the governor of the province at that moment instead of the Caliph or the Commander of the Faithful "Amir al-Mu'mineen" for the purpose of facilitating the task of the provincial governor in Iran and disputing with the Commander of the Faithful or the Caliph or rebelling against them.
That might have suggested then contrary to reality it was as though Iraq were preventing the Iranian peoples from visiting the holy shrines so as to act as a cover for the slogans of expansion and aggressivity, which reveals too the reason behind Iran's collaboration with U. S. intelligence, Zionism and their supporters in the occupation of Sulaimania in northern Iraq following the 30-state aggression against Iraq in addition to other known examples of hostility such as Iranian air raids on Iraqi targets deep inside Iraq as well as missile attacks for the same purpose.
The accelerated calls for the use of force, for harming Iraq and for launching aggression against it, until the war started on 4 September 1980, the persistent continuation of war, and the call for all that run counter to and contradict peace, are all matters that can hardly be interpreted except by saying that Iran had gone astray, taking a direction contrary to all that could help man achieve victory inside his soul and in his environment, over the elements of evil and over failure and weakness.
The accommodation of more than one opinion in the Arab homeland vis-à-vis fundamental or fateful issues without constraints and without the discord which may cause destruction or collaboration with foreigners, and consultation strengthen the Arabs and is even beneficent to those who hold the view which is close to the appearance rather than the essence of the so-called available, peaceful solutions by this or that concerned and with the spirit of this stance, and the allusion to the Zionists and their allies to the so-called extremists and hawks in the confrontation of the humiliating insolence and arrogance rejectable by anyone with a sound mind and will.
The Americans will retreat and depart, day after day, from the peak which they think they have reached when they dared to attack the glorious city of Baghdad with their bombs and missiles but the city, nevertheless, has proved to be impregnable to foreign aggression. :: 980117

The good which benefits Iraq, for instance, should, since we are one nation, benefit all the sons of our Arab Nation in one way or another: Iraqis, Egyptians, Syrians, Yemenis, people in the Arab Gulf and Maghrib (Northwest Africa), otherwise, the concept of one nation remains inadequate, unable to cherish the principles of the fateful Arab solidarity among the sons of the Nation to stand in one rank in word, in deed and in trend.
The greedy foreign enemies would resort to enhance and create fear to trouble and make conspiracies by frightening the ruler from his own people and from any way they have chosen which he cannot decide to accept. :: 020422.
The Iranian officials pushed their peoples and kindled in them all elements of repression and energy which had not been rightly employed with the Arabs in general.

The most important factor of Iran's weakness in that confrontation was that force, and the illusion of force prevailed in the minds of those who believed in it.
The new Iranian officials concerned have triggered or released that energy into the wrong, destructive direction, now being deprived of its humane and spiritual principles in the simplest terms of description, albeit it had merely assumed a formal, flimsy and verbal cover from the spiritual standpoint, as we have said.
The principles and the promise they include, as goals of the struggle of the people and Nation, the power of the state and all its aspects, the mobilization of the people for positions of struggle and jihad against the foreign ambitions during a particular stage before the assuming power, and holding up to its all goals, is a trust which should be bore and protected.
The second example is that Iraq had deposited civil and war planes in Iran, some of them prior to the encounter with the thirty states in Umm al-Ma'arik (The Mother of All Battles), others during the battle, for we misconceived that the Iranians concerned might share a common property with humanity and wend the way of the good on the account that Iran is no longer an enemy of Iraq.
The second time was in the second Qadissiya. So, we shared with Iran two victories, over ourselves and our common enemy: viz., the two victories at the two battles of Qadissiya.
The Shah of Iran Mohammed Riza Pehlevi did that in the past, and so did his father and others before him.
The suffering of the people is not caused by the incidence alone, but by the failure of the authorities concerned which have been preoccupied by hatching conspiracies abroad, assassination and sabotage operations against world states and freedom-loving people.
The victory, its preludes and the concomitant delivery in addition to what we have stated help us understand why embargo on Iraq has lasted for more than nine years now; why the states bordering Iraq, including Iran, have performed the task of field embargo in such a manner as to covetously encourage and support the aggressive Americans and Zionists to continue committing genocide against the Iraqi people by hook or by crook, and why the Iranian peoples have been refrained from visiting the holy shrines albeit they were incited for intrusion into Iraq by force.
The world, therefore, was either provided with oil needs from the capitalist states and enjoyed some facilities under (foreign aids) or furnished with similar facilities within the socialist camp or whichever politically affiliated to it under the placard of COMECON, which is an economic group comprising the relevant members.
There is no way out of any plight or impasse created by the greedy imperialist foreigner or the foreign occupier and usurper, through building on a low land since the flood will sweep it off and render it a mere scum. :: 980717
They publicized that they were worthy of a better treatment, frequently evaluating and deeming their worthiness on the basis of Iran in the past under the leadership of Persians and Khosraus who had occupied parts of the neighbouring countries, be they to the east or the west, and not on the basis of their fusion in the new state under the banner of its faith and principles, and under its leadership in pursuance of the explicit Islamic principle in governance and administration, i.e., "And obey God, and obey the messenger and those charged with authority among you.

This tragic situation is in need of a serious consultation among the oil states whenever the will and intention exist, albeit it may start on a small scale and not for all OPEC states which have been penetrated by the foreigners' tricks, because this very small scale may be always appropriate for such a consultation to rescue those who evince the will of rejection of such a situation from being victims to the foreigners' cutting fangs, if not possible to save the others whose strength and will have dwindled under the weight of their inadvertence or slumber, their hatred and rancour.
This victory, apart from being a victory for Iraq and the Nation, on the basis of these conceptions, is also a victory for those who believe in these conceptions in Iran.
Those forces have realized also that the sincere loyalty to the Nation, people and principles, and the faithfulness to them and to the responsibility for what the guardians are entrusted with, is a case from which there is no retreat neither by the temptation provided by the power nor by the threats posed by foreigners.
To remove the veil which has blinkered their eyes we would like to say to them that our noble and responsible call was never mentioned so successively and clearly in the years 1991, 1992, 1993, 1994 and 1995 as the Leadership did not want to announce it then lest it should confuse some officials, Arab or foreign, as to its causes and effects. :: 980117
Trade unions and federations used to do something of that, but now they have become used to weighting their words and sentences by the balance of their ministries of foreign affairs, or something less than that. :: 020422.
Unfortunately Iranian rulers, particularly the predecessors, and the like up to now, have not occupied themselves with construction nor have they cultivated love and good.
Victory has salvaged the Iranian peoples from all that and rescued the peoples of the world from the domination of Western materialism whose view and way of life would have had the upper hand at the expense of balanced, spiritual principles and the right moral and living aspects for a long time to come.
We can do this through a stand of honour, achieved in any form that raises it above the state of deterioration and impotency through which our nation passes now, and above the state of only watching our struggling heroic Palestinian people while they face murder and destruction daily. :: 011215.
We celebrate this day every year, not only for our sake or for the sake of our coming generations, at present or in the future, but also for the sake of other generations, including Iran's, because that day has opened, for everyone with insight, a window on life and on goodwill values.
We comprehend now why and how the happenings took place in the two Islamic states concerning their proclamations or beliefs and between two subjects described as Islamic states, namely, Iraq and Iran.
We implore the All-Mighty and All-Powerful to help Iran to live up to it.
We would assist others to be guided for what is good as part of our patriotic and national responsibility based on faith, indeed our responsibility and humane relationship whether with Iran or with other nations, out of our constant desire and determination for assistance and initiation so as to build bridges of love and peace, whenever possible or whenever there is a balanced and appropriate opportunity.
We would like to say to the whole world including the Iranian peoples that the victory won by the Iraqis is a great humane victory because it is a victory of progress over backwardness, of faith and truth over falsification and of construction over destruction.
What we have stated expounds why Iranian students are not taught the history of the Islamic State.
When the foreigner tries to incite contention among us, we must tell him that the force and capabilities of any of our countries is the force and capabilities of us all, just as any weakness weakens us all. :: 020422.
